The Department of Human Settlements and Urban Development (DHSUD, formerly under the HLURB) issued Department Order No. 2020-004, Series of 2020 granting buyers a moratorium on housing and condominium unit buyers.

Sale or purchase in installments or in-house financing which are required to be registered with the DHSUD:
Grace Period
During the period of ECQ and one month thereafter, a grace period is hereby declared and granted to buyers of the above-mentioned transactions. In the event of failure on the part of any buyer of such unit to pay any installment payment becoming due and demandable during the ECQ, no interests, penalties, fees or other charges arising therefrom shall be incurred or charged to or for the account of the buyer.
Accumulated Installments Payable In Within 6 Months
Upon the lifting of the ECQ and 30 days thereafter, the accumulated installment payment/s shall be payable within the succeeding 6-month period. Other periods or options mutually acceptable to the buyer and developer may be agreed upon.
Is the 3 months unpaid MA +years of contract, not applicable to inhouse financing? Is there no such memorandum enforcing this to developers to benefit the owners?
