The Department of Labor and Employment (DOLE) NCR released Advisory No. 19-08 which states that the said office shall require foreign nationals securing Alien Employment Permit (AEP) to personally appear to file their applications and claim their AEP cards starting October 1, 2019. On September 30, 2019, the same office released Advisory No. 19-09 which moved the start of the personal appearance requirement to October 15, 2019.

Background

Prior to the announcement, the DOLE accepts AEP applications filed through foreign applicant’s authorized representative, agents, consultancy and law firms. The said representatives were also allowed to claim the AEP cards on the applicant’s behalf. All these are done without requiring the applicant to go to the DOLE unless there are issues with the application which needs their personal appearance.

Possible Impact

  • Foreign nationals should set time to appear at the DOLE for filing of their applications and claiming their AEP cards
  • Expect longer lines and waiting time with AEP-related transactions as representatives try to file applications before October 15, 2019.
